[Elecraft] KFL1-4Module Low 15M Output

Hi,
I am completing alignment of the KFL1-4 Filter module and I cannot get the
15 meter output to spec.
Here is what I get on 15

With the K1 set at 2 watts, I can adjust no higher than 1.3 watts (I've
tweaked it at least 10 times)
With it in 6 watts output, I get 3.3 watts out.
With it in 7 watts output, I get 3.9 watts out.
I'm using a OHR WM-2 analog wattmeter
All other bands adjust with no problem, in fact they exceed specs.
Any thoughts would be greatly appreciated.  I've been to the resource page
and found nothing there.  I saw way back in Dec 2000, Zak Lau had a similar
problem with the old two band module but I didn't see where or if he got it
resolved.  Maybe I'm whistling in the dark and this is what I should expect.
If thats the case, I can live with it.  But, its probably something I did
wrong.  I already know that ;-)
