Uh, no. I don't think it would make much difference.
Even elevated radials are affected by the proximity of the ground. If you
can raise the radials to 1/4 wavelength or more, then you won't see the
effect, but it gets worse as you get closer to the ground.
Mind, I'm not saying that elevated radials won't work. Everything works.
You can even make contacts with a light bulb, for Pete's sake. But a
proper ground-mounted radial system beats a few elevated radials every
time.
