Sounds to me that this is what you're looking for - and I
think someone on this list pointed me to it...

I just finished building a Voltage Booster kit to power my
notebook computer.  The notebook requires 19V to keep its
battery charged, and I plan to use it mobile in the next
Florida QSO Party.  The booster will plug into the car
cigarette lighter and provide the 19V, 3A that it needs.

An article for the kit appeared in July '97 QST and is
available for $21 plus shipping from N4UAU.  He has a
website, but I didn't save the URL and it doesn't show in
the article.  But it should be easily found with a web
search.

Oh, the hardest part in the kit to build is winding two
toroids.  :-)
