You can make a 555 work, but since you really don't need elaborate timing,
all you need is an oscillator that's "fast enough" to be easy to filter,
building a simple oscillator from CMOS gates works a lot better.  With CMOS
you can get a lot more efficiency from your charge pump.

There's a bunch of them.  Go loking for "Charge Pump" or "DC/DC converter".

This is generally only a useful approach for low currents.
