How about a broadband 1:4 balun into a 200 ohm resistor. That would provide
a voltage doubling.
If that isn't enough, a 1:9 balun would triple the drive voltage. The
resistor would terminate the balun and provide a load for the K2.

12.5 watts across 50 ohms is only about 25 volts. 6146s need more than that.
