[Elecraft] K2 Error Code 080

Help:
Ok, started to put K2 together and made it to Alignment and test Part 1 in
manual. Turned power on LCD lit up and got INFO 201 and then display went to
Error code 080. Turned on/off numerous times no luck comes up Error 080.

Followed manual recommendations and expected boards for component alignment
and soldering etc.  Looked at error code 075 to check 4 Mhz oscillator. I
can not hear any 4 Mhz tone on external receiver. Tried turning trimmer cap
near 4 Mhz xtal, no luck.

The only hint I can give you is that I am getting strange resistance reading
(test points) on the Control board.  For instance, on P2 pin 1 I get an
open.  On U6 I only get ok readings on pins 29 & 30.  It appears I am not
getting 12 volts to the board?
