It happens. It could be due to the operator or his station, but it just 
could be conditions.

My experience at the NQ4I M/M superstation (yes QRO, with great antennas) 
has  taught me that there are times when you just can't get through to 
the other station. You may work him earlier or later, but right now, 
you're not going to make it. Don't waste too much time worrying about it.
