Harry,

  I think you may have trouble with the readings where they are. First, the
negative lead of you DMM should go to one of the ground points, and the
positive lead should be used as the "probe".  Your readings are not just a
little off, rather 12% low for U6 and 15% low for U8. This is in contrast to
what they should be as a very minimum.

First, I would check to make very, very sure that you have the U6 and U8
installed properly, i.e., with pin 1 orientation where it is supposed to be.
My U6 Osc 1 and 2 were both in excess of 3Meg Ohms, and ditto for U8 pins 2,
15 and 16. Are you making sure you are properly static free before handling
these? It would be a mistake to assume that using plastic tweezers is a
guarantee that you will not have a static discharge.

Oh, something else I  just though of that may be a problem: Make sure you
are counting the pins correctly! It had been so many years since I had
touched ICs, that I forgot that you begin at pin 1 counting down (or up,
depending on how you are holding it). When you reach the bottom of that row,
go straight across to the closest pin on the other side and count "up" the
opposite way. You will end up back at the "top". In other words, the first
and last pins on the IC will be on the same "end". When I did the pins
wrong, I ended up with the same dilemma you did (though I did it on the K1,
not the K2) <hiding face in shame>.

Hope this helps you out. If not, and you don't hear something from others by
the end of today (U.S. time), you might want to drop Gary a line at Elecraft
support. There isn't anything he can't fix!
