So are antennas. If you use 200 feet of RG174, it attenuates the
received signal by the same number of dBs as it does the transmit
signal.

My guess would be that many of the signal report differences are due
to the difference in noise levels at the two sites. If you are S5 and
his noise level is S5 then you're in the noise. If he's S5 in your
receiver and your noise level is S1 then he's got a great, easy to
copy signal.
