As others have mentioned... 10 watts is the rating. 150% of rated is a lot 
to expect, and you won't probably get there on all bands.

Sounds pretty normal to me. Although you will need to raise the current 
limit up to 3.0 or 3.2. Keep in mind that the radio will draw less current 
if the input voltage is higher, due to the ALC action. I feed mine with 
about 14.3 out of the PS which results in 13.9 indicated on the display 
(difference being the drop across the input diode). Ideal for keeping the 
internal battery charged.
