The K2 is rated for only 10 watts output. The 15 watts is available on SOME
bands if you have a full 13.8 volts on the supply line. That's the margin
Elecraft designed in to be sure every K2 meets the spec of at least 10 watts
out.
So you seem to be a bit low on 28.2, but most power meters are doing well to
be accurate within 20%, so your readings are not surprising. Ten meters us
usually the band with the lowest power output.
You WILL get a "high current" with the limit set to 2.5 amps. If you want to
open 'er up all the way on all bands, a typical K2 may draw more than 3 amps
on some bands.
