Daniel, as an alternative to Ham Radio, if you should have problems making
that happen, there is an amateur service called I-LINK that uses the
Internet to link amateur radio stations either by radio or by direct
computer link. You might look into that with any hams that you know.
I am all for your trying to make an on-air contact with a Japanese person
but that can prove difficult so you might keep this other approach in mind.
Also, an on-air or any other form of interview will probably require an
email or two to set things up and set a schedule for the actual voice
contact.
I have used Yahoo Instant Messenger for years for voice contact with my son
in the State Department at his assignments worldwide. It works very well,
costs nothing, and is available to anyone. Just download the software and
go! Again you would have to find a cooperating Japanese person to work with
you.
Just a couple of alternatives, Daniel, to an on-air contact, or QSO, as we
hams call it.
