Good job, Wayne!  You have certainly fixed this problem.  I came across the frequency shift on Sunday in a QSO with K6LQA when I realised that in every transmission I was moving up the band, while it stayed rock steady on receive.  Then I read your post about the possible cause.

Last evening (before reading your "FIXED" message) I experimented, and found that by setting the VFO dial as close as possible to a transition in the encoder, then very gently touching it to move it in small increments to the transition, I could find the point at which the problem occured.  With practice I could do this reliably!  Then I applied your suggested mod linking U3 pins 11 and 13.  Sure enough, try as I like I cannot now get the problem to reproduce.

When I got to read the latest messages on the list I found that you had already confirmed it yourself.  Thank you for the fix!  Everyone should apply it.
