I would venture to say that the decision to have the threshold at 11w was
based on not running the K2 QRP finals at full-tilt for 15w when the PA
can "loaf" while producing that output.
It's the same reason I drive my amp with 5w to run 100w RTTY instead of
operating the TS-2000 full-tilt 100w barefoot in 100% duty cycle. It
allows BOTH the TS-2000 and the AL-811H to "loaf" along not doing any
damage to either in a duty cycle that is generally quite harsh to rigs.

PS: K2 #2490 will be on the air soon! I finally got a soldering station,
panavise and an oscilloscope. (OK. I didn't need the scope but a 30Mhz
dual channel, dual trace scope for $299.00 brand new was hard to pass up!)
