It would be a good idea to measure the resistive component of the dummy
load impedance with a reliable impedance analyzer at the frequency of
interest. Its DC resistance will probably be around 45-46 ohms - my
Cantenna has been for 31 years now - but what you need to use for
converting the voltage measurement from the scope to power is the value of
resistive component at the frequency you are using.
