[Elecraft] How to dynamically phase verticals?

I'm new to ham radio, and I've got a question I haven't
found an answer for in the literature: How can you dynamically
change the phase angle going to 3 vertical antennas so that 
you can swing the azimuth to 'point' the antenna?

I'm not interested in choosing between a few preset directions
set by combining sets of feed lines of different lengths, but
smoothly changing the azimuth by changing the phase angles.

I'm looking for the concept of how this could be done. One
explicit example would be very cool.
