Conclusion: some 989C wattmeters are exceptionally accurate while other
989C wattermeters are exceptionally inaccurate.

I am glad that I have one of the former and regret that you have one of the
latter.

Seriously, it must not be the design (since mine works very well) so you
probably have some bad components that can be found and replaced.
