Maybe...  What are you using for a signal to peak on?  Remember it is a CW 
filter so it should be peaked for whatever your CW offset frequency is 
(same as CW sidetone, 400 - 800 Hz)  Zero beat a signal (match pitch of the 
sidetone) and peak.  If this is what you are doing, then yes you have a 
problem. The trim pots should not be at maximum (or minimum for that 
matter) for peak.
