I had the same problem with my K2 kit #2311.  However I did get a sidetone
even with my unprogrammed IOC.
Check cap C33 solder joints on the control board.  Also it is possible to
turn off the sidetone by going into SEC (tape DISPLAY) menus and setting ST
L to U8-4 (sidetone source).  It should read U6-25 if you do not have the
KIO2 installed.  I also made this mistake as well!
