[Elecraft] PLL works only on 40M

This is my second mail about this. I dicovered that is jumps 5 KHz on the
other bands, so i checked the Vout of the 12-bit-DAC ( U5 ). It works o.k.
on 40 meters, but not on the rest of the bands.
My question is : why is that only on 40 meters that the Vout of U5 is
working good, but it seems to block on the other frequenties.
