Don't assume since it is a Bird slug, that it is measuring correctly. A
company I worked for made RF generators for commercial equipment. Most ran
on either 13.56MHZ or 27MHZ. It was found that each slug was checked with a
calorimeter for accuracy. Each Bird wattmeter was calibrated with a
particular slug and frequency. Then the slug was taped to that particular
wattmeter so it couldn't be changed. The wattmeter was marked with frequency
and a calibration factor for that particular combination.
Many new slugs were just too far off to be calibrated. It was not uncommon
to find slugs that were off either way by greater than 30%.
One time a customer called and complained that his new 15KW generator was
putting out only 12KW into a dummy load. He said he tried two new Bird
wattmeters, fresh out of the box. Our engineer went in with a calibrated
wattmeter. The generator was putting out 17KW.
Bottom line - have your slugs and wattmeter checked to make sure it is
reading correctly.

BTW,
The bird 43 slug I was using was the 50H, a 2-30 Mhz, 50 watt slug. I am
hoping that 1.8Mhz is still within the passband of the slug.
