Do you have an ammeter that you can put in line with the rig?  It would be
interesting to know the current drawn, and its delta if any, as you try to
tune L1 and L2.  If the current doesn't vary, that will certainly be
indicative ... and if it does vary, it says something else yet again.

Also, can you confirm your supply voltage when in TUNE mode?

What sort of dummy load are you using?

The fact that the unit appears to generate some power is a very good thing.
However, power meters are inherently broadbanded.  We must also confirm that
the power it is generating is at least somewhat monotonic and approximately
on frequency.  Do you have another receiver to confirm this with?
