[Elecraft] PLL reference oscilator

Hey

I have just finish assebly part 2 and shall begin alignment and test .
When i connecting the frequency conter probe i have no frequency
readout, only 0000.00. When i connect RF probe to pin 1 on  U4 , i
measure 0,24 Vrms, but when i doing this measurment the frequency
display 12099, 34.
It fall out to 0 again when i remove the probe.
Vco on pin 3 - U4 is only 0,08 and pin 6 on U3 is 0,17 Vrms.

Hope some have some tips for me, i have stydt the print for hours
