[Elecraft] Resistance Measurements

Hello All
Im in the process of building the KPA100 unit and Im at
the first test for resistance and all looks good except pin 8
of U4.. The book calls for >10k and my reading is 4k.
I need some sugesstions as to maybe the problem and '
where to look. I have followed the trace at all points and I get
the same reading at every point I measure..
