As the spots decline, a 20/17 or 20/15 choice is going to become a daytime
only rig, especially in the winter.  Even now 20 shuts down pretty early in
the evening.  30 meter activity can be pretty sparse, too.  I think I'd be
inclined to go for 40/20 in spite of the antenna restrictions.  A ground
mounted vertical can do a pretty nice job on both bands if you can manage
it.  A wire antenna for 40 is a bit of a challenge in a limited space,
however.  40/20 has the added advantage of being the winter/summer Fox
bands!
