Hi Doug,

The bail is really hard to install. Several people have commented on that.
I finally just bent the legs on mine until the tension was not so much and I
could force it in manually.
It still has plenty of tension to do its job.
I thought I might have to clamp it in a vise but didn't have to go quite
that far.

Another trick is to wrap some heavy string around the legs and twist the
string with a screwdriver to pull the legs together.

IC leads are a pain for manual assembly. They're designed for automatic
assembly and the machine's gripper can squeeze all the leads  at the same
time.  I hold the body of the IC with long nose pliers and lay one side flat
on the table and gently bend it, one side at a time. This works pretty good
even on the high pin count devices.
