Seems to me Andy that what you have is not a counterpoise but the 
functional equivalent of an unbalanced dipole at the end of your coax. 
The net effect when used with any tuner at the feed end is that the 
entire system (including the coax cable) will radiate as part of the 
antenna.  This is not a good situation as the coax not only radiates but 
also will pick up domestic electrical noise.  Effectively all you have 
done is changed the electrical length of your antenna 'system' which may 
or may not be appreciated by your antenna tuner :-)
