[Elecraft] Problem with transmitter tune up

I am on page 72 of the K2 manual tuning up on 40 meters and notice =
something strange.  I have connected the K2 to my Bird wattmeter and =
dummy load, and am getting the power out.  However, the fourth step is =
giving me trouble.  I press the TUNE button and it gives me the P2.0 =
reading that I expect.  I key down and hear nothing and have no power =
out. When I key down the second time I hear my sidetone and see my power =
out  (about 3W on the Bird for a setting of 2W) but the K2 does not stay =
in the TUNE display but jumps quickly back to the frequency display.  =
When I am in the frequency display mode I get power out every time I key =
down.I still have a reading on my bar graph for the corresponding power. =
 Is this normal or a software problem?  Thank you.

Also- in the last step on that page it says that if the current is much =
higher than 2A to refer to the troubleshooting page.  How much higher is =
"much higher".  I am getting about 2.3A and see my supply drop by about =
1V when putting out 10W.  I think this is because the supply is getting =
close to its current limit(homebuilt 2.5A supply from ARRL HB).  Is this =
ok?
