It sounds to me like the meter you're using is bad.  With the ammeter
connected in series with the power supply output, and the POWER control
set to 0.1 watts, the meter should at least as much as the K2's display
reads when you tap DISPLAY, which is certainly more than 35 mA!

I suggest that you try a different meter.
