Hi Michael,
blop technology is quite an easy and reliable way to tin the toroid leads. Use 
a larger tip and add a larger portion of tin to the tip of your soldering 
iron (I prefer temperature controlled ones). The hot solder will burn the 
enamel of the wire and tin the lead at the same time. The whole process is 
described a little more in detail in a downloadable file on Eleccrafts 
website, it is called "Ask Dr. Solder" as far as I remember. This way I had 
up to now only one pttl ("poorly tinned toroid lead").
