just check whether your measurement results are changing when you are changing 
the range of your DMM, that's what I have found out, especially for the 
values bigger 10k. As a matter of fact, I can measure a resistance of 3.9k 
between Pin 1and ground of U1 as well. Here are my results:

When measuring in the 200k range all resistances were in the 35k range, 
measuring in the 2M range produced measurements of about 250k or, to be more 
specific:
DMM range:  20k    2M      20M
U1 pin1         3,7k  3,9k     3,8k
U1 pin2         8k     34k      255k
U1 pin3         8,3k  34,7k    260k
...
A hint from Don Brown suggested that this was quite ok and the voltages I 
measured a little later were all perfect within the range that has been given 
in the manual. Everything is working according to the manual, currently I am 
winding toroids. Hope, this helps and gives you a little confidence.
