Steve, with the production KPA100 firmware, SWR-based power reduction
begins above 1.5:1. (It was originally 1.2:1, but that was only in early
field-test versions.)

This is intended to protect the amplifier. The lower the power output,
the higher the SWR is allowed to be before any reduction occurs.
