[Elecraft] ALC with CW and SSB

The ALC doesn't seem to be working as it should with SSB.  If I place a
scope probe across the dummy load and transmit (let's say) a 30 watt CW
signal... reference the amplitude on the scope... switch to SSB... and
then speak into the microphone, it doesn't level the RF envelope at the
same point, it is way too high!  Can anyone tell me if this is "normal"
for the K2/100?
