Been there done that!!
Similarly, you only get 20W out with the KPA100 whilst tuning.  I remember
this throwing me a bit.
You can adjust the power knob a bit while in the Tune mode causing the power
out to change to the setting dialed in via the power knob.

Another way to "Tune" at the power setting of the power pot
is to hit the display button.  Show the voltage and current
and then hit tune and the power output will be whatever is set,
not limited to 20 watts.  Found this feature when doing some
current tests that came up with some strange numbers.

I like this option rather than swinging the power pot around
when I'm testing battery drain.
