That's always the best idea. Esp. if you are using a power source of 
(relatively) unlimited current, as when using a vehicluar battery.

If you are using a power supply of 'modern' manufacture, virtually all of 
them are now designed with build-in current fold-back protection which will 
force them to (essentially) zero voltage/current output if they see a dead 
short.

But it never hurts to add that small (and relatively low cost) extra 
measure of safety.
