It's only a matter of money. Mfgs don't want to spend the $$ to
provide shielding and bypassing if they can get away with not doing
it.

I wonder how much variation there is between units of the same make
and model. It may vary with load, line voltage, or other parameters.
ARRL test techniques looked pretty good. I wonder why some are
reporting severe noise problems from the same make/models they tested
and found pretty good.
