[EIDXA] by-law changes

Tom,

In the "Create a DX-pedition Funding Committee and the Tom HiseDX Fund"
section do we want to refer to our prioritization process?  This could go
two ways - we outline the selection criteria or we just identify the use of
our "evaluation" criteria/process.

While we discuss the other funding vehicles, we do not make any reference
to how we make decisions.  Just wondering if it is necessary/desired.
