[EIDXA] Navassa funding suggestion

First, I'd like to thank everyone for the votes they have sent so far.  The support has been almost unanimous in favor of making a donation.  

But a few people have also brought up a valid point.  The current bylaws for the Tom Hise DX Fund state that we can donate $1000 per fiscal year to fund DXpeditions.  If we vote to give $750/750, that means we are burning 3/4 of our allotment from the Tom Hise fund in the second month of the fiscal year, and we have other DXpeditions like 3Y0 (Bouvet) and EP (Iran) on the horizon. 

Terry W0AWL suggests that we lower the Navassa donation to $500/500.  Of course, this would also require a separate vote.
