[EIDXA] New Linn County Police System

Has anyone updated a Radio Shack digital trunking scanner for the new APCO Project 25 system now being implemented for Linn County? The frequency and talk group data is available on www.RadioReference.com . I have loaded the frequency and talk group information into a Radio Shack Pro 96 scanner. The scanner does in fact stop on the local channels and display the talk group tag, however I hear no audio. I am wondering if anyone has successfully updates a scanner for the new Linn County system.
