This leads me to believe that the IRC that expires on Tuesday is followed by
a new issue IRC that will continue to be exchangeable for first class
postage anywhere in the world. If true that would mean that the USPS has
again reduced our services by no longer selling IRC's. I wonder if they
will even accept them? I understand that they will increase first class
postage another 3 cents within a few weeks. In the real world few companies
could survive a shrinking market by increasing prices. But, I don't think
anyone has ever accused the USPS of being in the real world!

Since the US Postal service no longer sells IRCs and the various
QSL managers who periodically sell recycled IRCs are asking $2.65
or more each, there are at least two countries that will sell IRCs
on-line:
The Swiss Post Office sells IRCs at http://postshop.ch - a pack of
10 is CHF 20 (presumably including VAT - I don't know if it is
actually charged on international shipments). At current exchange
rates that's $2.25 US each. The picture shown is of the "new"
version. The description says: Art. no.: 1943400

The Iceland Post Office also shows IRCs on their web shop at
http://stamps/postur.is - listed price is ISK 295. At current
exchange rates that is about $2.55 US. There is no information
on international sales but the site is generally a philatelic
site through which Iceland Post sells collector stamps globally
and the check-out contains a currency calculator which lists
US Dollars.
