Yes, it looks genuine - was announced beforehand in all the bulletins. The operator is JH1AJT who has a track record of getting permits from obscure places.

Just found one of the announcements (from the DX World website):
Zorro, JH1AJT is currently in Nay Pyi Taw, Myanmar, on a Foundation for Global Children (FGC) mission.
He received amateur radio operating permission on 13th August from the Ministry of Communications and Information Technology (MCIT), good until 12th September 2013.
He brought his TS-590 and two GPs for 20 and 17m. He will be signing XZ1Zuntil Saturday, 17th August on his very limited spare time. Even if you miss this time, he will be back in XZ land in September again.
