[EIDXA] E40VB QSL

Have a simple question.  I have never QSL'd via PayPal.  The databases
indicate E40VB, Vlad (UA4WHX) accepts QSL requests via PayPal.  No other
info was provided.

Do I send $2 via PayPal?  Or more?
Do I use his e-mail address as the PayPal recipient and enter the QSO info
in the comments section of PayPal?
