When I did the OQRS thing this morning it showed that my "donation" would be 
$5. The confirmation e-mail I received from PayPal also showed that a 
payment of $5 was being sent to "Dmitry Zhikharev". I have my PayPal account 
linked to my bank debit card so when I checked my bank balance a couple of 
hours later $4.50 had been withdrawn by PayPal.

No idea why there is a 50 cents discrepancy but I sure hope this doesn't 
cause them to send my QSL via the bureau instead of direct. Anyone else see 
this?

Well, in my case I've had a paypal account for years and years and had 
recently sold some stuff on Ebay, so I had $5 or $10 in it.

My recollection is that you can have it without a bank account; but it's 
difficult to have it verified, which limits who you can pay (some vendors, 
and ebay, for example) and it probably also limits who you can receive
money from, but don't quote me.

It's been a very long time for me, but, some searching around, it is 
possible, but I can't find much new info;  It seems as if the process is to 
fund it from outside, see the faq here and look at the "MoneyPak" option.

I believe you can also do it by applying for and receiving a PayPal 
Mastercard, which may or may not be appealing.

As far as OQSL'ing, if you enter your call in the 7O6T online log, there 
pops up a link to request the QSL, which then punts you to clublog which 
lets you confirm your QSO's which then lets you request buro (free) or 
direct cards (punts you to PayPal).
