Sounds like pay-to-play to me.  Send them enough hard foreign currency and
they will let the operation proceed.  Well, maybe it will, they have a long
history of reneging on agreements with foreign governments.  What makes him
think an individual has a better chance.  I'd love to have a P5 - CW contact
in the log but I'm not holding my breath.
