[EIDXA] LOTW Updates

I concur with Tom/ZRL.  I just uploaded 200 Q's from August up onto LOTW.
Within 2 minutes they were up and I had some QSL's for QSO's only 4 hours
prior! It also gave me my last 3 QSL's I needed on 12m for a LOTW
DXCC...with all three final QSL's from QSO's TODAY. Amazing.

The stinger is that if I want the DXCC certs for 30, 17, and 12m LOTW DXCC,
that will cost me $96! ouch!
