What about EU, I'm sure they did quite well. This was JA for JA and EU. They
basically snubbed their noses at NA. It's too bad the DXCC Desk will have to
certify the operation, since it apparently violated the DX Code by not
offering representative coverage. There needs to be a rule against selective
DXpeditions. Propagation to NA was not the issue here. They just didn't
bother to make the effort to work us, preferring to run EU during our peak
openings. I hope the next DXpedition to Spratly remembers to take operators.
