Here's a notice that was circulated by Bernie of DailyDX:

 

Yesterday the ARRL announced new guidelines for DXCC card checking.  The new
procedures will allow card checkers, who have DXCC on 160 meters, to check
160 meter QSL cards.  The card checkers can also now check Delete DXCC
Entities.  Complete details can be found, and should be read by all DXers
who participate in the ARRL DXCC Program, which are posted on the ARRL
