[EIDXA] CE9 expedition

CE9/PA3EXX started their operation today.  Despite some claims that this 
expedition is operating from the Shetland Island group or Antarctica,  this 
is not correct. Wollaston Island is about 80 KM South by South East from 
Ushuia Argentina.  It is a Chilean possession.  It does not count as a CQ dx 
entity.
