It will be interesting to see how this works out as the issue is reviewed by the DXAC.  That is, will the new Southern Sudan be the same as the old Southern Sudan, resurrecting the old ST0 entity or if it will be determined to be a brand new country, independent of Sudan and a different entity from the old ST0.

Southern Sudan was a DXCC entity (based I think on it being an autonomous region of Sudan) for a while but was moved to the deleted list in 1994.  Here is the footnote from the DXCC Deleted list:

Note 36. (ST0) Only contacts made between May 7, 1972 and December 31, 1994 count for this entity.
