The key for me was to be able to use the AM detector in the 706, it was able
to demodulate the noise much better than ssb, fm or cw modes. 

Since the 706 is 3.5 to 220Mhz I could listen and find it on a multiple
freqs too.

Try putting a step attenuator between the HT and the antenna.  You can drop 
the signal out of AGC - keep adding attenuation as you get closer to the 
noise source.

If you don't have an attenuator, try making several short lengths of wire on

mating antenna connectors for the HT.  As you get closer e.g. noise gets 
stronger, put on shorter antennas (less signal strength).

Also you might make an electrically short ground plane antenna for the HT 
using a stiff straight piece of wire over a flat metal disk.  There is a 
sharp null directly off the end of the wire.  You can use this as a close-in

direction finder to literally point at the noise source.
